David Elton learned the science of polling from the best. Bob Moore, CEO of Moore Information, Portland Oregon.
Mr Moore is quietly considered the top pollster in the pacific northwest and possibly the USA. With clients too numerous to count in the senate and house, Bob Moore is rumored to be the most powerful pollster who is not widely known in the national media.
(1993) David Elton defended Bob Packwwod and aided in the defense when Moore balked at the political "third rail".
This is when David Elton left Moore Information to start Elton Research LLP (Elton had friends on staff/Lakeridge)
At the turn of the century, David Elton became a certified and court authorized "Expert Witness" in a historic case in Oregon...Harberts-V-Oregon.(death row inmate released after 8 years on death row)
While David Elton now focuses on "pure" strategy, he is still called on by those in the know to provide polling when accuracy is vital. Elton will sometimes "farm out" the poll to other phone banks while writing the summation of what is learned from the data. This can save both time and money.
